Open Question: Are reproduction cartridges legal?

I was looking around on youtube and I saw a video about this awesome Famicom game called Sweet Home. The game never came to America because Nintendo of America wouldn't allow a game with such mature content to even touch the NES, which is ironic considering Golgo 13 in particular is based on a very mature anime and manga, and that one had no problem getting here. Now for my question: I've heard about reproduction cartridges that people have fansubbed and programmed to work on American NES consoles, but I'm unsure about the legality. I know ROMs aren't legal, and yes I could technically just look for it online and play it on an emulator, but I'd like to do it legit. So is it legal to get a reproduction cartridge?
